What is the Transit Master Plan?

| The Transit Master Plan (TMP) is the region's long range blueprint for travel and mobility. It guides a shared vision for what projects or programs the region focuses on to provide transportation services to its citizens and how those programs are funded. Through the planning process these projects and programs are developed in the context of the broader community goals of smart land use, economic development, and support for citizens in all stages of their life.

When completed, the plan will contain:
- Strategic direction and transportation policies for the region
- Multimodal transportation plan (car, bus and rail transit, bicycling and walking)
- Background on travel behavior and expectations
- A funding and implementation plan as a realistic framework to complete proposed projects
- The vision for the transportation system our community need
The Planning Process

Vision and Objectives:
The general public and community leaders share their vision of what the County should look like in 30 years in terms of the economy, environment and the general quality of life.

Existing Conditions and Needs:
This phase examines existing transit services and answers the question “How well does the existing system serve today’s transit needs, and how will it help achieve the vision for the future?"

Transportation Options and Scenario Development:
During this phase, plan stakeholders provide ideas to improve the system, which the Transit Master Plan team evaluates and assembles into “scenarios”.

Developing the Preferred Scenario:
Arrive at the “best” scenario, based on the expressed preferences of community leaders and citizens involved in the planning process and a technical analysis.

Transit Master Plan:
Created based on public input during the previous phase. The plan may be based on a selected “preferred” scenario, or it may be a “hybrid” based on more than one scenario.

- Funding and Implementation Plan:
In this phase, the Transit Master Plan team identifies and analyzes options for funding the preferred scenario. In addition, the team develops the detailed steps needed to implement the plan’s recommendations.
